COMMISSIONER'S REPORT

Hey! We had snow in the yard today; wax up that toboggan. That's right, the changing season means that your outing in Scouting will need layers!


RECORD REGISTRATION

Congratulations everyone, we are the first council in Ontario registered with over 100% of last year's membership (108% approximately). Special thanks to all those leaders who took those extra youth when I called. I would like groups in the north end to plan now for additional Colonies and Packs for September '97, because we're just busting at the seams. If you need help, please ask.


BEAVERS

Our colony program is off to a great start and, in fact, a number of our new leaders are taking Whitby's Colony Wood Badge Part I now. Remember that the intention of any training is to help you feel more comfortable with your role in Scouting and thus do a better job for the youth.


CUBS

Cubs had a great Pow-wow Camp this fall without the torrential downpour of the spring. A smaller group attended a special encampment at Historic Fort York in Toronto and Scouter Larry and the group had high praise for this special program. The hope is that we will be able to participate again next year, details later.


SCOUTS

Scouts enjoyed their JOTA Camp although they have considered banning Scouter Stewart, since he is a rain curse. Weather aside, some great contacts were made worldwide. The map mystery was poorly attended, a great disappointment to those who put the effort into planning and producing this event. We need to communicate folks: What do you want?


VENTURERS/ROVERS

Venturers and Rovers have seen growth this year. In these sections, many are planning to attend CJ'97, the Canadian Jamboree.


AWARDS

Congratulations are in order to Ryan Halton for achieving his Chief Scout Award and to Rob McKeown, Matt Waters, and Grant Welsh for earning the Queen's Venturer Award, possibly a first for Whitby District. Finally, Scouter John Peacock was awarded the Medal of Merit, a fitting recognition for his years of outstanding service.


PREPARATIONS FOR CJ'97

CJ'97 in Thunder Bay is going to have a huge Whitby influence. We will have about 125 Whitby folks ``Waking the Giant''! A special recognition to Bryan Alldred, Mike Chicoine, and John Forbes on being selected to the Venturer Service Program, since only about one in four applicants were chosen. If any youth would like to participate in CJ, but their troop or company isn't going, give me a call, since there are spots available.

We have booked our flight for CJ and the balance will be due March 27, 1997. Final flight cost is $362.08 less your deposit. We are trying to organize a couple of busses to go to and from the airport. We will let you know later.

NEW PARTNER RELATIONS PERSON FOR WHITBY

The newest member of Whitby District Council, Hugh Robertson, is well-known to many in Scouting, as he's been in many high profile positions before accepting his newest role as Vice President, Partner Relations for Whitby District.

Born in Cape Breton, Hugh began as a Cub in 1939, and as a Scout he earned the King's Scout Award. His adult experience includes leadership and management positions in Nova Scotia, Quebec, British Columbia, Great Britain, and Ontario, and he holds the Silver Acorn and Silver Wolf awards.

He is a past Provincial Commissioner for Ontario, and served as Provincial Vice President responsible for Partner and Group Committee Relations, before accepting his similar role in our district, where he lives.

Hugh is responsible for liaison between the District Council and the partner organizations who sponsor the various groups in the district.


REGISTRATION RESULTS

As the Commissioner says in his report, registration in our district this year is huge. We have just about all the Beavers we can handle in 23 colonies, 16 Cub packs, about 80 Scouts and their leaders, about 50 youth and 12 adult advisors in 7 Venturer companies and a Rover crew.


ACHIEVING IN SCOUTING -- SHARE THE CHALLENGE

All adults interested in Scouting are invited to attend our regional conference this coming spring. This full-day conference is an excellent opportunity for parents, group committee members, partners (sponsors), and leaders to have a fun day learning about Scouting. Plan to send at least one member of your group committee and at least one leader from each section.

Registration cost is only $15.00 (including lunch, coffee breaks, and a crest) if you register before November 30 and there must be a minimum number of people registered by then or the conference will have to be cancelled, so don't delay! (This is not considered ``training'' so district training funds are not available, but many group committees pay the cost of members of their group.) Noreen Wild (668-5588) is the conference representative for Whitby District. Registration forms should be submitted though Noreen if you haven't already registered.

In addition to displays in the gym, there is a full range of information sessions to choose from; everything from how to lead crafts, songs, and stories with your Beavers and Cubs to ``effective recruiting'' and how to write honours and awards applications. Check out the full schedule on our web site or ask your group's council rep.

The Lakeridge Regional Conference is being held Saturday, March 22, 1997, at C.O. Bick Police College in Scarborough. Don't miss it!


IS YOUR SECTION BIGGER THIS YEAR?: "SCOUTING FOR SCOUTS"

The Ontario Provincial Council has announced a membership incentive program for this year. If your section (colony, pack, etc.) has grown since last year, then you qualify. Here are the details:

``To maintain a strong focus on growth in youth membership, the Ontario Council has developed a membership incentive program called `Scouting for Scouts.' This program will recognize sections that achieve growth in youth membership by giving a 10% discount on the purchase of section program badges and section program resource material. The funding for this program has been made avaiable from a trust fund.

``When a section exceeds the youth membership from the previous year, the section Scouter will complete an application form, sample attached. The form is then sent to the office for verification. Once the registration has been verified the Ontario Council office will issue their discount card.

``The applications that are sent to region and district offices are to have the membership figure verified, both for the base number and the current registration. Once the region or district has verified the numbers the form is to be forwarded to the Ontario Council office to have the card issued. The applications tat are sent directly to the Ontario Council office will have the same check made and then have the crd issued. Please note that we will only recognize growth that is supported by proper and complete registration.

``The discount card is then presented when making a purchase at a Scout Shop for items that have been approved for the section.''

REGIONAL RESTRUCTURING: "REGION #2"

Though Whitby and some other districts opposed the plan for regional restructuring, the plan was approved at last spring's pronvincial council annual meeting. An important amendment helped to bring consensus. Each new region is allowed some leeway as to when and how the new plan is implemented.

After exploring some alternatives, we came to the conclusion that the reports' original ``Region 2'' was our basis for planning in this area. This is our current Lakeridge Region, with the exception of the district north of Metro Toronto, combined with what's currently Quinte Region, extending east to Peterborough and Belleville and north to the southern edge of Algonquin Park.

The fall of 1997 will see a dramatically different look for the regional and provincial levels of our Ontario Scouting organization. The regions across the province are being reduced to about half their present number and much of the office work now done by the provinicial office is being transferred to the new regions. This is designed to bring the support organization closer to the people and we should have better control of its organization and costs in our local area. A similar re-organization has taken place in the B.C.-Yukon council and is currently in process in Saskatchewan.

A committee has been working throughout the summer at developing a preliminary plan for our new region, which extends from Ajax-Pickering to Napanee and north to the edge of Algonquin Park. These areas are currently served by Lakeridge Region in the western portion and Quinte Region in the east. The province has also asked that we incorporate the present St. Lawrence region and this is being investigated. St. Lawrence region includes the area east of Quinte to the Quebec border and north past Ottawa, but not the National Capital Region.

One big change under the new plan is that all regions will have paid staff and probably offices. Under the present system, some regions, like London and Hamilton are employing, whereas others like ours are served by an employee of the Provincial Council (a Provincial Field Executive--PFE).

A contest will be announced soon for youth to name and design a badge for the new region, so it's not too soon to start thinking about it. There'll be more details on this available later.


MEMBERSHIP FEES

As most of you know, there was an increase this year in the basic membership fee paid to the province. This was necessitated especially by higher expenses in employee benefits and un-avoidable higher costs in other areas.

We have managed to escape one fee increase this year, mostly because the announcement came too late to incorporate into the provincial fee. The national Scout insurance has increased from $1.25 to 2.50 and the cost to send the Leader magazine has also risen, by a dollar. The third factor is an increase in membership fees for the World Organization of the Scouting Movement. Part of this is due to an attempt to balance the load from the poorer countries towards the richer countries. The provincial executive committee has decided to absorb this $100,000 expenditure without raising provincial fees.

The provincial portion of this year's fee breaks down as follows: service (for our region): $10.49, provincial office (administration/maintenance): $5.04, training and Blue Springs provincial training camp: $3.26, Provincial Council management: $0.92, program activities and communications (Provincial Notes newsletter, promotion, honours & awards): $1.54, liability/indemnity insurance: $2.00, national fee: $3.55, world fee: $0.95, for a total of $27.75. A district levy is added to this in our district and some groups add a group levy as well.

Next year, due to regional restructuring, most of the provincial money will be administered by our new region, who will be responsible for processing registration forms and other functions that are currently provincial.


CJ '97 IN THUNDER BAY: CALLING ALL LEADERS

Lots more leaders are needed for volunteer staff for next summer's Canadian Jamboree. It looks like more than 100 youth from Whitby will attend this year's jamboree. If you're not going with the youth, and you'd like to help out at the camp, look for an ``Offer of Service'' form in your October leader magazine or get one from District Commissioner Jack Welsh. Adults from all sections are needed for a variety of jobs and the cost is only $25 (including a t-shirt and neckerchief). A meal plan is available and indoor accomodations are available for an additional fee. See your October Leader magazine for more details or email cj97@scouts.ca if you have more questions.


BOOKING MEETING SPACE

Requests for new spaces for youth meetings should be directed through the district council executive. We know about groups or sections that are closing down and we can help to find space. We want to avoid having several members of our organization contact the various booking people for the same space.

Many adult groups in our district are using the meeting room at Coffee Time donuts. When you book it, please give your name and the name of your group. If it's just booked for ``Scouts'' it's hard to find who to contact if there's any scheduling conflicts.


CUBS

The Sixers' Pow-wow at Heber Down Conservation Area was a great success. Many thanks go to Greg Luke and John Inglis for set-up. The Ashburn Venturers were also a great success at the camp.


QUEEN'S VENTURER AWARD

This year, three Whitby Venturers were presented with their Queen's Venturer Award at a ceremony October 17 in Mississauga. The Queen's representative in Ontario, the lieutenant-governor, presented the awards for his final time this year, as this is is last year as lieutenant-governor.


HAY DAY

The Brooklin Scouting group, in conjunction with Tribute Homes, presented their third annual ``Hallowe'en Hay Day'' last month, and this year's event was the most successful ever.


SCOUTCRAFT BADGES

The Scoutcraft I and Scoutcraft II badges are now available to leaders who qualify. This is a self-taught course. Ask your service team member for details of the requirements and how to apply. Most leaders who are experienced in camping should be able to qualify.


BITS & PIECES

BP&P

A new edition of BP&P (By-laws, Policies & Procedures) is now available at the Samac Scout Shop. You should have at least one copy for the key leader in each of your sections.


BADGE TRADING TRAINING

Second Whitby Fire Venturers are willing to send a couple of Venturers to your meeting to demonstrate to your kids how to have fun trading badges. With CJ coming up, this would be a useful session. Call Scouter Phil at 430-6858 to book.


POSTER CONTEST

There's a poster contest for Cubs put on by the National Capital, but entries have to be in by the end of the month, so you'll have to be quick to enter. An article appeared in the November leader and you can get forms from Scouter Pat Dick (666-1655).
